Croatia is a nation in Eastern Europe. It does not exist in 1444, as its cores are held by Hungary (with the exception of Dalmatia and Istria under the control of Venice), but it can be released by rebels or through war.

Starting from Ragusa is a challenging way to form Croatia. Ragusa is a small merchant republic, and will rely on some luck to make it. First of all, restart until Austria and Venice are hostile to each other, because if they're allied, it will be nearly impossible to get Dalmatia. Before unpausing, improve relations with Hungary and Milan, to get an alliance. Build two more infantry (to get the alliance), and send the light ships out. Take the mission that gives a claim on Dalmatia. After that, build as many galleys as cash allows (gives more chance of accepting the alliance), and wait until there is an alliance with Hungary and Milan. With a statesman, Ragusa may ally Austria, too. Do not take any administrative technology yet. It is also suggested to keep a militaristic ruler as a general.
Venice will usually ally either Castile or England, and if they are not entangled in a war, they'll surely land on the Ragusan coasts. If Ragusa's allies are at war, look to vassalize either Bosnia or Serbia (if the Ottomans attacked Byzantium, Serbia probably will not have an army any more). Otherwise, attack Venice, and be sure to take both Istria and Dalmatia, and look out for English or Castillian troops. After peace, move the capital to Istria after coring, ally Austria, and join the HRE.
Take what remains of Bosnia and Serbia, probably as vassals. After that, rival Hungary. Spend time to improved relations with Poland to ally them. Fabricate claims, declare war and take two Croatian provinces. In the next war Ragusa can take the last ones, and voilà Croatia.
