The Polish-Lithuanian Commonwealth does not exist at the beginning of the Grand Campaign, only being playable between July 1569 and 23 October 1795. It is a formable country, formable by both Poland and Lithuania.
The Commonwealth was established by the Union of Lublin in July 1569, between the Kingdom of Poland and the Grand Duchy of Lithuania. While Poland and Lithuania were already in personal union since 1386 under the Jagiellonian dynasty, the union created a completely new political entity. Both Poland and Lithuania have the national decision to form the Commonwealth.
The Commonwealth is an elective monarchy led by a king whose power is limited by the Sejm (lower house of the parliament) resulting in unique political problems. Furthermore, the Commonwealth is a multi-cultural and multi-religious state. In the age of religious wars and persecution of minorities, this kind of state is truly unique because it has been created on fundamentals of religious tolerance and personal freedom. Unfortunately high ideals don't always work when faced with the harsh realities of the world, and the ruler of Commonwealth will have to face many internal problems and deal with them quickly. Because if the power and dominance of the Commonwealth start to crumble despotic and totalitarian neighbors will attack without hesitation.

The Commonwealth has a large amount of events tying into handling the Sejm (parliament). Most of these are covered under the Polish events page. The most prevalent of these is a coin flip each time a new ruler is elected which decides whether the Sejm will agree or disagree overall with your ruler's ideas; this will either increase or decrease various things like technology cost and inflation.
If Lithuania forms Commonwealth, it has the decision to move capital to Warsaw. This decision can only be made once - that is, if Poland moves the capital to Warsaw (also raising its development) before forming the Commonwealth, it cannot make the decision a second time.

With the incorporation of the duchy of Mazovia Warsaw has become the seat of the Sejm. Perhaps it would be wise to move the seat of royal government there so we can work better with the nobility?

When the Commonwealth starts to exist in the historical campaign, it is among the most powerful nations in Europe (5th in total military strength); it is, however, surrounded by stronger nations (Russia, Ottomans, Austria, etc.) as well as nations that historically evolved into major European powers (Sweden, Brandenburg, Teutonic Order). Sweden threatened the Commonwealth in the 17th century, during the Deluge, until its Baltic provinces were conquered by Russia, while Brandenburg, which gained the Prussian provinces after the Commonwealth lost Prussia as a vassal, reformed itself into Prussia and threatened the Commonwealth in the 18th century. Austria, Prussia and Russia finally partitioned the Commonwealth's territory among themselves in the late 18th century.
An ambitious player will therefore start as Poland earlier than 1569 and, in the process of forming the Commonwealth, strive to take out at least one or two of these enemies. Poland is in a much better position to form the Commonwealth- they get a practically free Union over Lithuania, have good allies around them, and if blobbing quickly, no enemies strong enough to stop it.
Forming the Commonwealth As Poland

Poland leads the personal Union with Lithuania from 25 June 1447 on. So either a player will start after this point, or, when starting 1444, try to secure the Union with Lithuania as quickly as possible. Once the Union is formed, Poland has, combined with their vassals and march, one of the strongest armies in the East. The only real enemies the player will face are Russia, if they are allowed to blob, and the Ottomans, if they push heavily into the Balkans (Hungary, Wallachia, etc.).
At the games start, Poland should be improving relations with whoever is both strong and not an enemy of the player (Austria, Bohemia, even Muscovy if it suits the player's needs). This is a trivial hint, but often forgotten. The player should also improve relations with the player's vassals and even Lithuania, as the Union with them will bump up their liberty desire. The annexation of Mazovia should start as soon as possible, since owning Warszawa directly is required for the decision to form the Commonwealth.
Most of the following does not provide specifics, but merely advisable strategies for the optimal start towards the Commonwealth.
Potential Enemies (and Allies)
- Teutonic Order, Livonian Order, Riga: The conquest of certain provinces from the Teutonic Ordner (Danzig, Marienburg) is required to form the Commonwealth, and the Teutonic order considers Poland a rival anyway at a later start. Since they are almost certainly going to ally with the Livionan Order, both will be an early target for an expansionist war. The player should begin preparing to take the Teuton lands, using all the missions available. Barring some unforeseen alliance of the Teutonic Order with a stronger power, Poland and its vassal(s) should win these wars easily.
- Austria, Bohemia and Nations in the HRE: Attacking a Nation in the Holy Roman Empire (HRE) is a thing better avoided initially, so Austria, Bohemia (if it hasn't rivaled Poland) and, when indicated, Pommerania and Brandenburg, are better suitable as allies than as enemies, at least initially. Once the conflict between Austria and Bohemia starts to materialize, honoring an Austrian call to war against Bohemia is an easy way to take a few Bohemian provinces.
- Hungary and Balkans: Getting claims on Hungary and expanding to meet the Ottomans is also a good idea, as this is cheap, low development land (most of it being Catholic). Expanding the player's march, Moldavia, into Wallachia might also become available. This would secure a border with the Ottomans. The only danger is angering Austria, a possible close ally- that is if they aren't in a PU with Hungary already.
- Scandinavian Nations: The nation the player must worry about the soonest is generally Denmark. With Sweden and Norway in a PU, they can become a real force if left on their own. Supporting Sweden's independence usually cripples Denmark, as well as earning the player a strong ally. Usually, if the player leaves Denmark alone, they encroach on the Teutonic Order's land, as well as the Livonian Order's and eventually look to expand into Poland.
- Muscovy: The only real danger left to Poland after all of the above is Muscovy. They have a habit of quickly blobbing eastwards, destroying all of the hordes as well as colonizing Siberia. They must be cut off quickly (releasing Perm before they get a colonist out is a good idea). Muscovy has been reduced in power pretty hard in the last few patches, so they are not the unstoppable manpower machine they once were. They can even fall against the early nearby hordes and Novgorod, though the player shouldn't count on this. The best and quickest way of taking care of Muscovy, is to declare a no-CB war on Novgorod AFTER Muscovy has fought them. The reasons for this are twofold: They will be small enough to vassalize, and waiting for Muscovy to attack them will buy the player time to pursue other targets (such as The Teutonic Order). Even if Muscovy manages to diplo-annex Perm, the player should still be well able to destroy them if Novgorod is vassalized. Novgorod should have a lot of claimable cores that Muscovy owns, giving the player on Muscovy and another area to expand into, which will be very important.
As is seen, the player will only ever be in trouble if they're making mistakes, or go too fast and get a huge coalition against half of Europe. That player will incur a lot of AE early on, which is why they must leave room to no-CB Novgorod, so they can expand into Muscovy at reduced AE.
Keep doing this until Administrative Level 10, and the player should be in control of a strong Commonwealth!
